1. It's possible the charger is bad. Do you have access to another 100V charger you could try charging the wheel with to see that the symptom remains?
2. it's also possible the fuse on the charger is blown / loose. On your charger, please unscrew the fuse cap, circled below. Then, examine the fuse - you should see a tiny wire that goes from one end to the other. If not, let me know. Otherwise, make sure the fuse is all screwed in and try the charger again.
3. If you have access to a multimeter you can check that the charger output has the correct voltage. Hook your leads up to the two pins nearest to the notch in the charger (shown below) and set your meter to DC voltage. Let me know what you find.
